Do Ends Justify the Means?

for me, this is the biggest question of all. when i first heard the politics of Machiavelli and this famous quote of him, i thought he was hundred percent right. but now, well, i'm not that sure. when you grow you can not be that certain about these things right? what do you think? can one justify the means he/she uses to reach a certain consequence?
