jetting and air for a 34 Webber

I need to know what is the best jetting for a 34 Webber on a 1900 volkswagen PASSAT GLX5 5 Cylinder, to have better fuel consumption. Black smoke is comming from the Exhaust when driving so it is using too much GAS.
