Who is the Best Dictator in the world_________?

I'm wondering why you worte "who is the BEST ..." however.. I won't answer the question since there are, were and sadly will be many dictators who do worse things.. All dictators are a**h*l** (sorry for that word...) no matter what they call their *reasons* for beeing and doing what they did, do and/or will do...
