Do you think that smokers that toss their cigarette butts should pay?

If a person throws out their lit cigarette butt and causes damage (forest fire, burns something or any damage) should they be responsible for paying for the damage? May forest fire are started by people that though out their lit cigarette butts and not of the time it cost tax money to pay for the damages. Or the insurance will (or should ) pay for the damages. should smokers take more responsible for their actions if they cause damages?

I don't believe it's fair to blame smokers for forest fires because there are alot of smokers that are responsible enough to put them out in a ash try... Forest fires start many different ways so saying smokers cause them really isn't so true.. That's my oppion!

I was re3fering to if they caught the smoker who started the fire in the first place. I realize that lightning starts same fires but there are many that are started by people just throwing their still lit butts out and these still lit butts can cause fires. Here in the United States of America insurance companies can and do charge more for smokers than for non smokers, or at least that is what it seams like.
