i want a free site where i can upload my web pages .
and i want short information about creating web pages offline and uploading them .

There are many sites where you can upload ur web pages. But i prefer http://www.awardspace.com it's really easy and user friendly site you get 200MB free web space. You can use software like joomla and drupal for creating your own web page. you can download their templates on the net.
