Downloading stucks

I tried downloading Opera web brower couple hrs ago and windows told me they don't have access to the path or file.I would need permission.Before i could downloads items but now i can't.What seems to be the problem?

the problem seems to me is that you dont have an administrator account on your windows and your administrator has changed the permissions ,
