When does pay pal deduct money form your account?

I have heard that pay pal deducts money before adding it to your paypal account when your sender sends some money to your account.... Have you also heard about this news? Any thoughts or suggestions on this?

I think Paypal pretty much deducts money whenever you get something that is about $5. They have to have their cut somehow. That is how their business goes on.
