Do you write 'with reference to the subject cited above" in the officeal letter?

In Indian many write this way. What is your opinion?

Thats not very common in Britain. Here, you might write 'Dear Sir, With reference to your request for mopre information...' or something like that. We'd re-state the point of the letter within the first line rather than stating it above the salutation.
