Is it okay to pay beggars?

I've never really known what to do. Sometimes, the beggars seem to be genuinely needy and probably haven't had a decent meal in days. On other occasions, they really pester and it can get quite irritating. I normally give in if its a small child or someone old. But its always bothered me. Is it okay to pay a beggar? Are we not making them even more dependent? I'm talking about genuinely needy people. I believe in empowering people, so giving them alms will only temporararily help. Any suggestions?

i ususally give them foods. i don't give them money, they might use it on different things. sometimes if it's a stubborn child who doesn't know how to ask and seem demanding, i'll ask where are your parents? i would know if they're lying and i usually scare them off when i say "hold on, i'll call the social welfare,they can help you more than i do." and it's true, social welfare can give them foods and shelter and they won't have to ask like beggars. they would even have education. but some of these people wanted to be a beggar and live an easy life. they don't want the social welfare to help them, they don't wanna be discipline. i pity them of course that's why most of the time i give foods and drinks.
