We have a cleptomaniac living downstairs, what do we do???

Our neighbor is a clepto of the worst kind! Such the perpetual petty thief, we are at a loss as to what to do. She asked ONCE like 4 weeks ago if she could have a cigarette. We said yes, sure. I don't know of anyone else who would have taken this as an invitation to sneak up the stairs and continue to take them, even taking several whole packs through out the course of the last week. Not only do my sister and I smoke, we always smoke outside since she has a baby and we both smoke different brands and kinds of cigarettes. I smoke menthol, she does not. For several days we thought it was each other taking cigarettes from our own sleves, but I finally asked her since at one point I had just three or two left and then like an hour later they were all gone and she told me she had been experiencing the same disappearing smokes issue. We have asked the neighbor if it was her, she denied it, caught her creeping up our stairs and even gone to the office here with photographic eveidence, but still she persists. Petty as it is, what's next?? Our potted plants? The baby's toys? I have never known anyone so bold and am at a loss. What should we do? We still have 11 months to go on the lease here, and this lady os nuts!! Help, any suggestion would be wonderful!
