I think people bid and then change their minds and don't realize that as long as the auction is active they can retract their bid.

Yes it is very annoying when people act like this. As you say the only thing you can do is to open a dispute with them. Hopefully ebay will suspend them. In my opinion it doesn't take much to show courtesy e.g. Dear X I apologise that I have changed my mind and no longer wish to purchase this item. At least that way you can get your final value credit back. Did someone else bid on it? If so is it worth sending a second chance offer?

I have never had that experience. I hope Ebay disable their account. I do not understand why someone would do such a thing.

I hate them too... eBay should ban this kind of person.
