No, it's absolutely free and open to all people from all over the world. IF you want to buy things in your own mall (once you joined), you're free to. But you can join the Business Program and talk to your friends to get an account under you.
The whole concept goes that way, that people buy their things in their own mall, which they would buy ANYWAYS!
