The name of this actress is Fairuza Balk. One of her earliest roles was in "Return to Oz", which was a sequel to the movie "The Wizard of Oz". She had played many roles in between her stint in "Return to Oz" and the film "The Craft", which was released in 1996, and garnered her a bit more fame than she was experiencing before. And as stated above, she did have a role in "American History X" in 1998, the same year that she played Vicki Vallencourt in "The Waterboy".
