What's the connection between liberty and privacy?

Liberty means being able to choose one's own actions, without intrusion by government, or other people. Privacy is the notion that the government will not intrude upon actions that you intend to be private. People have a right to private. This right is provided for in the bills of right. Many people cannot connect both situations. And cannot apply these principals to their own lives. What do you think?
