What is the best way to get visitors to my websites?

I need to know the very best way to get visitors to my website. It seems like there are a lot of scams, that I probably wasted hundreds on and I'm tired of wasting money and getting NO results. I've tried Google Adwords and other pay-per-click, but you darn near need a degree in knowing the right keywords, or be a millionaire that has money to waste. Does anyone have any low cost effective ways of driving targeted traffic to a website? Please, I'm desperate. LOL
