Can you attract new referrals if you're not always ahead of the game?

Everyone is trying to get referrals for something. What makes you sign up? If it seems they are constantly discovering new things and you could learn from them, do you sign up so you can keep in close contact?
Or is it the program(s) they are with?
I hope you can offer some helpful information!
Thanks

I do not agree with Michael above.
If you don't sign up under a referral then you won't get a mentor. The first online program I ever tried I ended up with a great mentor who still helps me today. I am making money because I signed up under a referral id.
I personally mentor all of the people who sign up under me too. If they don't succeed than I won't succeed. You want to make sure you are on a good team and that includes a decent mentor.
I am offering a free 11 Day Training Course on Marketing and each day will have a featured business you can check out.
