How do you judge a "nice man"?

In our real life,there is a certain group of peoples who play well around,they are always smile ,they are always nice person,sweet person,they would never make you upset,they would never say sth suggestive to you,but they are nice with sweet words.
What do you think of such peoples? would you like to make friends with them?did you meet someone like this kind ?
