1992 Buick Skylark - Many recent repairs..is mechanic ripping me off ?

on 9/12, my car overheated, brought it to the guy on the corner...$ 576.00 later...a new intake manifold, collant fan and motor, THEN ran a diagnostic...scolded me for not having "a drop" of collant in my radiator and/or reserve,, filled it up, oil change... OK Today 1/26, car is making "scraping" typr noises, acting weird, temp is actually going up-up and back down a bit....dropped my son at school at 8:30...drove out of parking lot, and BAM (I thought my transmission or ? had fallen out of my car) the car staled - but started aging, but no power steering, and temp elivated..took it immediately back to him (9:00) - At 4 pm finally got a call from him...broken belt (the noise !!) and busted water pump...about $400 +...says that he has to do this repair before he can run a diagnostic to check on system...and even bragged about what a great guy he is for filling my "COMPLETELY EMPTY" radiator with coolant....HELP (I am a woman (DAH!) I know I wee-bit about cars...this sounds WRONG !!!! what are your thoughts
