Do kids ever grow out of their messy habits?

So anyway, I was wondering, do messy little kids always grow up to be messy teens? Or, do kids naturally develop clean habits as they get older? Just wondering!
My little kid used to be so neat and tidy. Perhaps that was because I consigned most of her plush toys to a closet and only kept out the ones she really wanted to play with. Before then, she would come into her room and literally empty the toy box onto the floor in less than five minutes. And, then prance away, while I cleaned up her mess.
Anyway, now it seems that she has the habit of putting her things everywhere. And, it's really annoying. She picks up paper and then redeposits it on the floor. She takes shoes from one spot and leaves them in another. Maybe I'm being too picky. She's only 3 1/2, so I guess I shouldn't expect too much.
I'm not worried about teaching her how to be neat at this age. It's hopeless! The other day she dropped a CD-ROM case onto the floor and when I asked her to pick it up, she stalled as if frozen in time. She's going through that stubborn stage where if you ask her to do something she won't. But, if it's her idea she'll do it. I guess kids grow out of that.
Back to my question. Do messy little kids always grow up to be messy teens who refuse to clean up after themselves?

No—I think most kids are messy ~ I just picked up after my daughter at that age- No biggie- I had her help and it was fun- we made a game out of it- She is pretty neat now- There are times I have to ask her to do something twice- Especially when it’s school time and she is tired- Kids grow out of the messy stage- I have seen some kids that are total slobs though- So I would just work with her- and make sure as she gets older that she knows it is her responsibility to keep her things picked up- It is one of my daughters chores- Clean her room-playroom- and take care of her clothes-
