how would you go about opening a homeless shelter?

My friend Ashley and I ask this question because we seriously want to do this, but we have no idea as to how we go about staring this. We live in a small town that has no homeless shelter, but in my work i have met plenty of people who have had no where to go. We want to help our community. Will you help us?

Our town opened one last year. Be sure to check with all the codes and rules. Make sure that you know everything ahead of time. The city told ours that there would be no problems and when it was time to open, they wouldn't let them until they brought it up to codes.
They get alot of their money from donations from our small town. They allow people to sleep there at night and they have to leave after breakfast to find a job. They can use the address for their home address on the applications. They cannot go back to the shelter until 7. They help them get clothes decent enough to go job hunting.
I have a couple of discussions about the homeless shelter opening. Hope I helped some.
