Are the lottery systems really true or they just drink money from people?

I just wanted to know from people here whether the lottery games are really true and if anyone have won so far? I have been playing the state lottery many a times but I eyes are not so lucky to see me winning so far. I'm just curious to know if this is really true or is something that eats out money from the whole lot of people who are for it.
