Can someone record your ip address over the internet? What can they do with it?

I was thinking about joining this site but am a little leary because of its nature but I was told not to worry if people threaten by saying that have your ip address because there is no way a person can get it. Is that true? I remember joining another site and them saying they recorded my computer or something like that so that multiple accounts couldn't be set up in the same household. Can it be done? If so, what can they do with it?

a lot of websites can record your IP address any site telling you that they dont is a liar..how else can websites remember your information like passwords and stuff on your computer? all by the IP address...im not sure what they can do with it all i know is that there are a lot of hackers out there who know way too much information about the internet and computers and they can steal your identity and wreck havoc with your computer

I guess I kind of knew that that's how the info is stored but I never really thought about it till now. Just not sure if a hacker can get it just by communicating via email or instant message - do you know? Thank you - I really appreciate your response.
