US Citizens Paying For High Tech Surveillance of Chinese People

I was shocked when I read that US hedge fund investors are investing in Chinese companies who install high tech 24/7 surveillance cameras to monitor their own citizens. http://www.nytimes.com/2007/09/11/business/worldbusiness/11security.html?_r=1&th=&adxnnl=1&oref=slogin&emc=th&adxnnlx=1189530249-QvPbMkS86azOxJvQTNskYw China has a long history of oppressing it's people and restricting their access to the Internet, communications outside of China, movement within the country, etc. Now, they are installing high tech camera systems to monitor their people even more closely and our citizens are proving the financing for this project. Don't these investors care about what their money will be used for? Ovbiously, they only care about the return on their investment and nothing about the use the money is put to.
