I'm not sure, I know there are a lot of claims about apple cider vinegar out there. I'd check it out on snopes.com. They investigate claims like this along with many other urban legends.

Yes it has been tested and here is the results. Vinegar has passed the test. It does help to blunt the sudden rise, or spike, in blood sugar that occurs after eating a meal. It only takes 2 tablespoons of vinegar, just before a meal, to help keep your blood sugar down by 25%. Pre-diabetics levels were blunted by 50%. Add 2 tablespoons of Apple Cider Vinegar to a cup of water and drink before a meal. Or you can add the vinegar to a nice crisp salad. This was in the newsletter I get every month about Diabetes. Cinnamon and Blueberry Leaf Extract are also used to lower blood sugar. Cinnamon also helps reduce cholesterol.

Well I do know that apple cider vinegar is used in diet tablets to give you the you know whats, so i would be very careful taking it. It may lower your blood sugar but it may lower it too much or give you electrolyte inbalance.
