Half-staff Flag

Have you ever noticed that sometimes long after a day when the flag is supposed to be at half-staff it will still only be half raised? I never know if it is supposed to still be there or if the people displaying it are just too lazy or have forgotten to raise the flag back to the top. I dont know if there is somewhere where you can see what times the flag is supposed to be lowered and when it should be at the top, but I would like to know when they should be each way.
