Can you transfer a paypal account to moneybookers?

Well, i recently enrolled in another paid survey site and they only accept PayPal for pay off. I have an existing PayPal account I use for sending though I know that PayPal is not available in the Philippines for withdrawal. I thought that I can transfer whatever amount i have in PayPal to my Moneybooker. Is this this possible???
