TNICC do they pay out cash to free members?

I have been thinking of joining this site, but in going to the site and reading it, I didn't see anything that really said that it paid to click on ads except for in exchange for traffic or whatever. I have read on other forums that you have to pay $10 upgrade to get paid at all. Is anyone a member of this site that could explain it a little better? The reason I'm interested is because I've read that they pay good.
