Looking for a new site that handles freelancer/contract workers for web design

At one point I used getafreelancer.com but that site has become over run with people outside of the US that do shoddy work for $1 an hour. I am looking for a site that lists jobs in the US or elsewhere that pays freelancers a fare wage for the work they do. Any suggestions?
