What are these bugs?

For the last few days there have been these little flying bugs all over my house. They're kinda redish, little, like knats except they buzz and bite. They're not mosquitos and they are very annoying. They look like fruit flies at first and then grow bigger, kind of like a cross between a bee and a fruit fly. They don't leave you alone and are all over anything with light, water or flesh. My house isn't dirty and there's nothing that would attract them. My mom says they're at her work and the cleaning lady there says they're at her house too and she said they bite. Which makes total sense out of the itchy bumps I wake up with on my arms that look like a rash. I remember them being around about this time last year too, I wonder if it's not some Southern thing? We've got a lot of weird bugs in the South! Does anyone have any idea as to what they are and how to get rid of them? They're even in the toilet, just waiting when you lift the lid... creepy!
