TRP's ??

TRPs decide the popularity of any TV show. Every other week we read about some channel having the highest TRPs and stuff. But who gets to decide it ? I mean if we ask people around us the result we get is always the opposite to that of TRPs.
Even the most boring shows get the highest TRPs. Does this make any sense ?
