Do paid-to-signups work?

I am thinking recently wether paid to signups or guaranteed signups really work? I personally think that at Paid to Read sites the paid to signups actually work (although I never tried it), but site that offer only guaranteed signups somehow seem to be scam to me. What's your oppinion about them (I ask to see experiences before I spend any money on them)?
