When does people get matured?

I have recently read an article on life .It said that some people doesnt get matured even after their adolsence age .They under go a stage called odyssey which makes them behave childish .I find most people undergoing in this stage .Have you come across such stage ?

Some people never reach mental maturity, it is almost like they stay stay young and the silly part of their brain just never matures...but everyone is different in this respect.
