What caused the the Southern California wilfire?

Wiildfires caused by heat are a common thing in Southern California. But recently, in a TV interview, I heard their Governor calling somebody to surrender because he was the one responsible for the present wildfires. What do you think caused those wildfires? Kindly give your opinion on this.
