Why Troy not in High School Musical The Concert?

Why is Zac Efron (pardon my spelling) not in the concert? Any ideas? But I'm not saying the guy that replaced his role is no good, in fact, he's great! I'm just curious to why Zac was not in it... Another question: Why both of their voices so alike? Any idea?
