well first you will have to subscribe for GPRS or EDGE or 3G whichever is available for you in oyur country... then connect your mobile to the internet and then finally connect your mobile thruough cable or bluetooth or wifi whichever you feel comfortable and then use mobile as modem and surf or download thourgh PC...
