Confused about Cashweb.

I joined Cashweb when I saw a banner and it indicated I would get paid, and yet when I made enough to almost check for cashout, I found I could only cashout by putting the cash I made on advertising. In other words there was no cash out button nor was there a notice that said, "you have not made enough. When you make --- then the cash out button would appear." Has anyone else got taken by the banner that misrepresented Cashweb's policy?
