When is first day of Month ?

The time taken by moon to orbit the earth is a month .The first day of month can be the nextday of full moon day or the next day of no-moon day .But it is not both of them . Anybody know the reason why ?

Month is not defined with respect to orbit of moon around the earth, but it is based on seasons that repeats on a particular period of time each year.
