i asked my english teacher about the legend of this sayings and he told me that it was named after some people in England who is forbidden by queens to get dead woods and they badly need that dead woods for making fire so they get it either by using a shepherds crook or billhook that how it was started...
and it really means in fair or foul way.
but when i reasearch it, it is in the book that it was
named after the hooks heads,near the village of crook at waterfront Ireland.
which of the two is true?Do you know some legend of how was this quote started?

Hi & Hello, meenneixz.
Actually there is no authentic etymology prove for that quote "by hook or by crook". Because any quote or idiom, is an imaginative words and the focus goes for the meaning. Just like "once bitten, twice shy", there were many sayings about it origination.
It is also called as 'punch' words, 'punch' people's mind to share the valuable meaning.
