Why Do People Think It's Okay to Throw Cigarette Butts Out the Window?

It seems at least once a week I'll be driving behind someone who rolls their window down and throws out a cigarette butt? Now, most of these are nice cars and I know they've come with ashtrays. Why do people think it's okay to litter. Put the darn thing in the ashtray and empty the astray in the trash as soon as you get where you are going, please. Thank You
