I really hope the people at the top are able to see it and do something about it. But then again, what can they do but raise the issue as a way of saying, "See, I raised the issue in parliment. Now it is up to the top to do something." Sigh~~~ as long as no one with the power to do something is willing to step up to the mantle and right the situation, we are going to have to live with the same problem year after year, with cost rising with each passing year.
