what's the best permanent hair removal?do those home electrolysis kits work?

any suggestions,i am sick of maxing plucking and shaving.have tried the hairfree clinic UPL or what ever it's called.but i honestly think the hair grows back.plus i have blonde ones i want removed and it doesn't work on them.any recomendation???
