hey there delldolby You've hit on one of ebays major problems here and it's a very in depth problem which has many corners. I live in the uk and use ebay.co.uk, i've been a power seller ( had my own business ) and i buy alot from ebay and i'm seen every trick in the book and had many of them used on me as well. Last week on bbc1 there was a thing about ebay on a program called watchdog where they were answering viewers concerns about feedback manipulation / bullying within ebay and i was very alarmed at the response their official guy gave ( not really much concern about it ). As for scamming sellers they are but one of the problems buyers are also just as dishonest as sellers are so it's all down the the actual person, some people would never think of doing another out of money where as some people just try and get what they can when they can at whatever cost to the other party as they simply don't care. Ebay will not do anything about it because in their terms and conditions that everyone signs you agree that ebay is simply a selling venue in the same fashion as a local paper private add ( they are not officialy an auctioneer ) and they manage to releive them selves of much blame when anything goes wrong. People have hard lessons to learn when they start using ebay of course there are always the " pro ebay brigade " who will say " ebay is as safe as you make it " but this is nothing but bull ebay are not really bothered in helping people when they are ripped off they are just bothered about getting their fee's and keeping their millions coming in each day. There is alot of hype about " if you get ripped off by not using paypal then you should have used paypal " this is as false as it gets, paypal make it easy for both sellers and buyers to rip each other of for instance a seller can claim an item has been sent ( when it hasn't ) and then provide a fake tracking number for a different parcel ( for instance ) paypal will check that ( as long as it is sent via special delivery ) and if it shows as having been delivered then the buyer will loose the claim, then there is the buyer scam where they buy an item/s and the seller/s send it/them but then the buyer notifies paypal that their card has been stolen and these transactions are fraudulent and they get all their money back. These are but two of the ways paypal let the buyers and sellers down as they do not protect you against this ( even though they say they do ) paypal is one of the worst payment methods i have ever encountered and personally i've lost over £500 through them $1000 and will never use them again for any ebay transactions. All in all ebay is about a safe as leaving your money under your matress when your house is on fire and every item that is purchased above £5 / $10 is a risk, just try and keep your whits about you when using ebay but don't be surprised when something goes wrong and ebay are not there to help you.

Yeah I have, but it was someone that hacked another persons account, so can't really say who he or she was.
