I have never owned a webcam...how do they work?
What is the best kind to get?

I own a webcam but never use it. I still haven't figured out how to use it. The main reason for me to buy one was so that my parents (who live in another continent) could watch and chat with the kids. But soon after I got the webcam, my parents were here and just left last week. So, I guess I have to learn to use it now.

I own some.. never use them :P
They work by plugging them into a usb device, which powers it and allows the camera to funtion. then application get the source and able to share and see others/your own.
I use a ps2 camera..

Ok, not a tech person here. So will give you what I know to the best of my ability. Web cams come with software that you install on your computer. Then you can connect web cam to computer. Yahoo and AOL have the view web cam service. once installed people can view you with or without a cam. it has been wonderful for my family keeping in touch from 1300 miles away. Oh alot of these come with built in microphones.We can talk to and see one another. We have purchased a Logitech web cam they run between 30-50$.
