who on earth is DICKSON MORRIS?

i gather that this person is not any tom or harry but he is a dickson! from what i gather he is an accomplished political advisor who led the campaigns of bill clintons re-election. he is supposedly a big tax defaulter too. in my country(kenya) the elections are around the corner and on of the presidential hopefuls 'raila odinga' hired this guy to manage his campaign efforts and from that time his advertsiments and campaigns have significantly improved. tell me guys is this person all he is cut out to be or is this just another big mistake for kenyans?
