How do i go about getting my personal pub licence?

Me and couple of my friends are looking for getting ourselves pub license so as to keep out of trouble of getting caught partying illegally. But none of us have idea how to get it we just heard it on internet but was not able to find much information about it. SO does anyone owns it got any information to share?
