How old is a senior?

How old does someone have to be in order for you to call them senior? Do people being called seniors find the word senior to be offensive?

In my beloved country, the Philippines, senior citizens are those whose age is 65 or more.
I don't think they are offended when we call them seniors. In fact, I usually hear them senior citizen when paying for something in order to avail of discounts. From what country are you?
