What I know is around $ 29.95/month. With this kind of rate, I can call anywhere to US and Canada without limit. Do you know a free and reliable long distance provider in your country? If yes, why do you think it is a good provider?

I don't know of any free provider besides Yahoo.
I use Yahoo Messenger to talk to my sister in France... and it cost me nothing. Yahoo Messenger has greatly improved over the years. It still has a few bugs in it... but when it works... it is no different than the telephone.
Back in 2002... it was slower... and more like a two way radio.
For the past 5 years or so... in Australia we can purchase some phonecards like "OZcall". With that card... you can call anywhere in the world for 2 cents per minute. So if I speak to my sister in France for an hour... it cost me $1.20... In the nineties... it was costing me $50.00 for an hour.

Yes, costs of long distance phone call is getting less and less today than in the nineties. Wow! I don't know OZCall can offer 2 cents per minute to call anywhere in the world. How about its quality? Is it very clear? I used to spend 5 cents per minute to call within Canada and US.
Last time, I tried to use Yahoo Messenger but I didn't like it because at that time, I could only use it by typing into the screen. I would like to have a voice system. I don't know if Yahoo Messenger can do so now. I have never used it anymore since 1990s. Besides, I don't like downloading things into the computer. You can also use Skype.com in order to make phone calls around the world. However both you and the receiver need to use computers to make a connection through Skype. I don't want it. I don't mind if I have to use a computer in order to make phone calls but I don't want that the receiver must use the computer to get my phone calls.

Actually... I was not completely right about OZcall.
There are different costs for different countries.
But for countries like ours... it is no problem.
I can call Canada, France, UK, USA for 0.5 centimes a minute. Yes... the price has still gone down.

As for Yahoo Messenger... I could not live without it now. It works beautifully as long there are not a million people using it at the same time.
Like I say... it is no different from using the telephone... even so that you are not using a telephone. You are using Yahoo. You are not calling a number... but a username on Yahoo.
So yes... Your friend needs a computer... needs an account with Yahoo... and needs to install Yahoo Messenger. Besides that... you both need to buy an headset with earphones and micro. You can buy a cheap one for $15.00. You simply plug it in your sound card.
Yahoo Messenger is a small installation. It does not hurt your computer... nor does it use your memory. It is very friendly.
