speed up transfer rate

i am using bsnl broadband and i am getting 28 avg transfer rate.Does anybody know how to increase it please respond......................................

Not sure what's bsnl....
Well, you can't speed up transfer rate as it depends the number of people at your place using the Internet, and also the bandwidth from the site where you download from
You can, however, try to download after midnight as at that time, most people would have gone to bed and thus, speed will be slightly faster
