I could be wrong of course, but...who's to say this hasn't happened in other resevoirs and city water sources and people hadn't noticed, overed it up, et cetera? There's already been stories about how a majority of America's drinkable water sources are being contaminated because medicines are dumped into it, and other things which wouldn't normally be looked for in water recyling plants and such. I don't mean to be a scare-mongerer or anything, but...do you think this might be why the cancer rate is so high?
