Would the Va Tech Inspired Gun Bill Curb Violence Involving Guns?

The new bill will require would-be gun owners to first submit or required to give a certificate from their local health agency giving them clearance from any mental sickness. But would this Bill reduce or curb violence that involve guns/ firearms? Are you favorable of this or not? Give your opinion.
